HWPL Signs Tripartite MOU with the Zambian Government: Peace Policy Initiative Begins in Lusaka
🌍 A moment of reflection on peace while reading the news
One morning, while browsing the news with a cup of coffee, a story caught my attention.
It was about a peace-related agreement signed in Lusaka, the capital of Zambia.
HWPL, an international peace NGO, signed a tripartite Memorandum of Understanding with Zambian government ministries.
Even though it was news from far away, I found it especially interesting.
Perhaps it was because the story showed how the idea of peace can move beyond slogans and become real policy.
🤝 From civic action to government policy
The agreement involved Zambia’s Ministry of Home Affairs and Internal Security and the Ministry of Local Government and Rural Development.
The goal is to connect community peace initiatives with administrative and security systems so they can operate within formal institutions.
Often, peace activities are thought of as simple campaigns or events.
What stood out was that this agreement links peace efforts with public safety and social stability policies.

Through this agreement, various programs are expected to be introduced in the future.

The article also referred to the Declaration of Peace and Cessation of War (DPCW).
The declaration was developed with international law experts and includes principles for preventing war and resolving conflicts peacefully.
Over the past year in Lusaka, initiatives such as the “Clean Up, Crime Down” campaign, the creation of a “Peace Street,” and plans to introduce peace education in schools have been carried out.
It’s easy to imagine how small initiatives like these could gradually change the atmosphere of a city.
🌱 A story that feels close, even from far away
Sometimes my child asks me a simple question.
'How does peace begin?'
Instead of giving a grand answer, I usually say peace begins when people try to understand one another.
This cooperation that began in Lusaka feels like part of that process.
It shows how small local actions can grow into policy and spread to other regions.
Though the news came from faraway Africa, it gently made me reflect on peace in our own daily lives.
